¡¡¡¡Every enterprise enjoys
entire freedom in labor and personnel and is entitled to decide on
its won the level and form of salary, allowances, as well as rules
for rewards and punishments etc. provided it adheres to relevant
state laws and regulations and guarantees the lawful rights and
benefits of its staff. An enterprise may recruit local personnel
independently and report to the Municipal Bureau of Labor and
Social Security for record. It may also recruit necessary
executive and technical personnel elsewhere with the approval of
the Bureau. Enterprises should offer unemployment, pension,
medical and industrial injury insurances for the Chinese staff,
and perform labor protection etc. as per relevant state laws and
regulations to secure the lawful rights and benefits of the staff.
The average salary of employees in foreign-funded enterprises
should be no less than 120% of that of their counterparts in
state-owned enterprises of the same trade in the area.
¡¡¡¡The local labor force is
high in quality, hardworking, simple and diligent. But compared to
the coastal areas of China, the salary level is much lower, which
is especially attractive to labor-concentrated and manufacturing
projects. In 2002, the average disposable income per person is
7,184 Yuan in urban Xi¡¯an, with an increase of 13.4% over 2001,
and the average net income of rural residents is 2,627 Yuan per
person, increased by 5.5% than 2001.
