　　Xi’an is covered with about 1,000km of urban roads, and the per person road area is 5.14. Two sewage-treating plants have been built with a treatment rate of 30%. Two more plants are planned to be built before 2005, which will elevate the treatment rate to over 50%. Over 90% of household garbage has realized harmless treatment (sanitary burying). A multifarious urban public traffic and passenger transportation system composed mainly of buses and trolleys and complemented with taxis and minibuses have taken shape, and the occupation of public vehicles for every 10K person is 11 standard vehicles. Now, the construction of urban road facility and traffic management system are quickened as per the “3-Verticle, 3-Horizontal, 3-Ring and 8-Radials” network layout, and traffic jam inside the city is being alleviated.
