Xi’an, called Chang’an in ancient China, is reputed as a world-famous historic and cultural city and an international tourist destination. As a time-honored capital in China, Xi’an boasts resplendent history; as a vigorous modern city, Xi’an is witnessing an unprecedented boom; crowned to be one of the most important central cities in West China with the titles of City of Talents, City of Science and Technology, Xi’an embraces a broad market space and boundless business opportunities with immense development potentials. The typical glamour of Xi’an lies in its fascinated reflection of ancient civilization and modern culture.

Since the implementation of West China Development, the whole west region with Xi’an included was emerging to be a new investment hot spot. Being endowed with production elements such as well-equipped market, vast areas, huge market consumption potential, and prominent human resources, lower labor cost, ample water, power and gas supplies in particular, Xi’an is recognized as an ideal place for investment and pioneering. The year 2002 saw the nomination of Xi’an to be the “Global Most Dynamic Cities” along with Shanghai, Shenzhen, Tianjin, Suzhou and Wenzhou by UNIDO. In January 2010, Xi’an was designated as one of the first national innovative pilot cities.

In recent years, we, in the principle of scientific development and based on the actual conditions of Xi’an, put forward the development ideology of internationalization, marketization, humanization and ecologicalization. We endeavored to build Xi’an into an international cosmopolitan with its own historical and cultural characteristics. We have worked out the strategic development planning based on the Guanzhong-Tianshui Economic Zone Development Planning, “Xi’an-Xianyang Economic Integration”and the target of building up Xi’an Modern Industrial System centered on high-technologies, while focusing on the development of the mainstay industries, namely hi-tech industry, advanced manufacturing, modern services and modern agriculture, etc., as well as urging on the establishment and development of “Five Zones and One Port and Two Bases” (i.e. Xi’an Hi-tech Industries Development Zone, Xi’an Economic and Technological Development Zone, Qujiang New District, Chan-Ba Ecological District, Fengwei New District, Xi'an International Trade & Logistics Park, Xi'an Yanliang National Aviation Hi-tech Industrial Base, and Xi’an National Civil Aerospace Industrial Base), thus putting into practice the principles of preserving the ancient capital, manifesting its unique features and forging a humanistic capital and furthermore, facilitating the sustained, benign and sound development momentum in economy and society.
