Development Plan

　　 I. The Fourth Xi’an Urban General Programme
　　To meet the demand of rapid development of the economy, implementing seriously the “The Third Xi’an Urban General Programme” approved by the State Council, Xi’an municipal government is simultaneously composing and revising “The Fourth Xi’an Urban General Programme”.

　　1. Philosophy of municipal programme: The programme is aimed to stretch the frame of the city in all directions, optimize the overall layout, develop new regions in the skirts of the city, lower the residential density in the central region of the city, protect the traditional features, build a dynamic city of newly time, broaden the development spaces in the directions of south and north, and extend the development line along in the directions of the East and the West.

　　2. Spatial structure of city: The structure features a new layout, described as concentration in the center, grouping in the periphery, deploying points in axial line, and developing along the belts, thus developing a three-level cities and towns system consisting of the central city, satellite cities, and organic towns scattered all over. Each group outside the central city is connected to one another through the intercity highways, boasting its own distinguishing features and independent development.

　　3. Development targets of city: The spatial structure of Xi’an tends to display a city form with both linking development areas and scattered privileged points. For the purpose of industry development, the structure may be divided into four main areas of interest. These are the west region where surrounding the center, Xianyang city, the industries areas link together to develop interdependently, the north region, also Weibei region including Gaoling and Sanyuan counties, where the economy is the main focus with a philosophy of jointing development, the south region which is, mainly as a resort, developed according to ecological environment distribution along the north of Qinling Mt., the east region with ample ancient mausoleums and relicts, a amazing place developed for international tourism. Therefore, Xi’an will develop to be a “Grant Xi’an Metropolitan Circle” as a center, including the central city region within the Third-Ring Road, and four peripheral cities consisting of Xianyang, Lintong, Sanyuan, and Weiqu.

　　II. Frame of “One-Line and Two-Belt” and “Xi’an-Xianyang Economic Circle”

　　Shaanxi Provincial Government decided to rely on the scientific and economic advantages of Guanzhong region to implement the construction of “One-Line and Two-Belt” and to have Guanzhong region firstly sprung up to promote the development in Southern Shaanxi and Northern Shaanxi, thus achieving the provincial economic leap as a whole.
　　The “One-Line and Two-Belts” is a industrial economic system, in which Xi’an is the center and Shaanxi section of Longhai Railway and Baojing-Tongchuan Freeway are two axis, featuring the hi-tech development zones and the advanced technology zones in the form of linking points in lines and lines in network (Guanzhong National Hi-tech Industries Belt and Guanzhong National Sparks Industries Belt), and covering the whole Guanzhong region. It includes a belt shape of city groups where Xi’an is the center and five axial cities and regions are Baoji, Yanglin, Xianyang, Weinan and Tongchuan. Here have 80% of scientific and technical capacities in Shaanxi, 73% of the GDP, including 4 national development zones, 1 national export processing center, 3 provincial development zones and various industries parks.

　　To establish the “Xi’an-Xianyang Economic Circle”, Xi’an and Xianyang, two cities linked with scientific educational cultural and sports cooperation on a common basis of infrastructure construction, shall, depending on the “One-Line and Two-Belts”, firmly implement the principle of complementary advantages, reciprocity and mutual benefit, and common development, and integrate the administrative promotion with the essential functions of market in the distribution of resources. By enjoying information and resources together and implementing the same policies and measures simultaneously in planning, communication, information, market, industries, science and education, tourism, and environment, two cities will gradually realize the integrations of cities, economy, communications and environmental protection. There is a total population of more than 11.8 million in the core region of the “Xi’an-Xianyang Economic Circle”, including nearly 5 million residents in the urban areas.
